In those days any decent stretch of water had to have a boat or two to properly enjoy the fascination of being afloat. The vessel in the foreground seems to be a punt, and perhaps that is a pole for motion and steering lying in the grass.
The other boat is probably a conventional rowing boat, but I can spot no oars! However, the rope-operated tiller can be seen at the stern, nearest the camera.
