Athletics race in Handcross High Street

The photograph is of poor quality but it is the only one I have which features an athletics event in the Handcross High Street.
Around the middle of the last century there were two regular athletic events from London to Brighton. One was a relay race with teams competing from the Home Counties, the nearest being the Horsham Blue Star Harriers, and the other event was the annual Stock Exchange Walk with athletes having to face the full 52 miles.
I just cannot decide if the athlete is walking and is about to face the remaining 17 miles to Brighton, or is a runner who has just completed a leg of the relay race with the change-over outside the Red Lion. He looks so weary that I cannot believe he has just started the Handcross to Bolney leg!
