Brighton Road horse and carriage

Brighton Road looking northwards. On the left is the last house before the descending Handcross Hill and cleverly-named Southend Cottage. The inscription is somewhat less clever with the description “Up the hill into Handcross. A well-known resident.” Can anyone identify this well-known fellow with the top hat in the luxury carriage with a pair of stunning white horses?
